THE HARROW (LOADING PLACES) (AMENDMENT NO. 2) TRAFFIC ORDER 2017

1. NOTICE IS HEREBY GIVEN that the London Borough of Harrow has made the above mentioned orders under Sections 6, 7, 45, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.



2. The Harrow (Waiting & Loading restriction)(Amendment No. 50) Traffic Order 2017 introduces at any time waiting and loading restrictions at the junction of High Mead and Station Road, and across the access between Nos. 61 and 63 Station Road. At any time loading restrictions are provided around the build out outside Nos. 59 and 61 Station Road.



At any time waiting restrictions are implemented as follows; Station Road on the eastern side between Woodlands Court and Elmgrove Road, including the north side of Elmgrove Road and at the junction of Woodlands, and Hindes Road between Station Road and No. 11 Hindes Road on both sides of the road.

3. The Harrow (Parking Places)(Amendment No.32)Traffic Order 2017 introduces three new pay and display parking places, two in High Mead which would also be shared for use by Permit K permit holders, and one in the lay-by in Station Road outside Nos. 63/65 Station Road for pay and display users only. The proposed hours of operation are 8.30am to 6.30pm Monday to Saturday, in keeping with the existing pay and display parking nearby and Zone K permit bays. The tariff is the same as that existing nearby, which is 30p per 20 minutes, or the first 20 minutes free, with a maximum stay duration of two hours.



4. The Harrow (Loading Places)(Amendment No. 2)Traffic Order 2017 introduces a 12 metre long loading bay outside Nos. 65 to 69 Station Road, Harrow, to operate 7am to 7pm, Monday to Sunday.



5. The restrictions referred to in this notice will not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, or the carrying out of statutory powers or duties. The usual exemption relating to vehicles lawfully displaying a disabled person's "Blue Badge" shall apply.



6. A copy of the orders, which will come into operation on 1st June 2017, including documents giving more particulars of the orders, are available for inspection at request between 9am and 5pm, Mondays to Fridays at the One Stop Shop at the Civic Centre, until 6 weeks from the date on which the orders were made.



7. If any person wishes to question the validity of the orders or their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks of the date on which the orders were made, apply for the purpose to the High Court.
