Parking Changes, Multiple Locations in London Borough of Waltham Forest

LONDON BOROUGH OF WALTHAM FOREST ROAD TRAFFIC REGULATION ACT 1984 AND HIGHWAYS ACT 1980 BOROUGHWIDE MISCELLANEOUS - MINOR BATCH 2-2022 WAITING AND LOADING RESTRICTIONS, CONTROLLED ZONE PARKING PLACE PROVISION AND AMENDMENTS AND MINOR AMENDMENTS TO EXISTING ORDERS, FORMALISATION OF NO-ENTRY SIGNS AND CONVERSION OF ROAD CUSHION TO SINUSOIDAL HUMPS (T19(22)) The Waltham Forest (Charged-For Parking Places) (Amendment No. *) Order 202* The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. *) Order 202* The Waltham Forest (Prescribed Routes) (Park Road E10) Traffic Order 202* The Waltham Forest (Prescribed Routes) (Colville Road E11) Traffic Order 202*

1. NOTICE IS GIVEN that the Council proposes to make the above-mentioned Orders under sections 6, 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the Orders would be in:



(a) Leigh Road E10 - both sides - section between its junction with Hainault Road and a point 2 metres south of No. 3 Leigh Road -convert all resident's permit parking space to 2 x Free Short Stay parking places operating Mondays to Saturdays 8 a.m. to 6.30 p.m. with a maximum stay of 30 mins and no return within 2 hours;



(b) Colville Road E11 - to prohibit vehicular traffic travelling in Grove Green Road E11 to enter Colville Road E11 where entry to Colville Road E11 is prohibited by a no-entry sign plate at its respective junction with Grove Green Road, except cycles;



(c) Park Road E10 - to prohibit vehicular traffic:



(i) travelling in Goldsmith Road to turn right enter Park Road E10 where vehicles are directed to turn left only except cycles; and



(ii) from proceeding north-east of the north-eastern kerb line of Park Road E10 where entry to that section of Park Road is prohibited by a no-entry sign plate situated adjacent No. 59 Park Road,



(d) Preston Road E11 (PR) - north-west side - convert a free short stay parking place to a parking place for 'GM' CPZ permit holders only operating Mondays to Fridays 10 a.m. to 4 p.m. (inclusive);



(e) Selborne Road E17 - south side - the inset section of highway between the 'imo' car wash and Walthamstow Central ticket office convert visible waiting and loading restrictions to a Restricted Zone - no loading (RZ) "at any time' (except taxis in the designated taxi rank) Nb. waiting and loading is restricted "at all times". No marking will be provided except entry and exit sign to the RZ (taxi rank markings remain unaffected);



(f) Fyfield Road (FY) E17 - east side - convert a parking place outside No. 2 FY to double yellow line "at any time" waiting restrictions;



(g) Huxley Road (HX) E10 - south-east side - convert 5.9 metres of permit parking space to a single yellow line waiting restrictions operating Monday to Fridays 8 a.m. to 6.30 p.m. outside Nos. 79 and 91 HX;



(h) Silverthorn Gardens E4 - the whole north-east side except the turn circle adjacent No. 40 - introduce double yellow line "at any time" waiting restrictions; and



(i) Larkshall Road E4 - west side - convert the whole single yellow line waiting restriction between Merriam Close and Ropers Avenue to double yellow line "at any time" waiting restrictions



Note: items 2(b),2(c) and 2(e) will be to formalise, by order, signs, road markings or other arrangements already existing on the public highway

3. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 propose to make minor amendments to existing Orders to add missing traffic order mapping (schedule of) arrangements:



(a) a HT CPZ permit parking place, in The Drive E17 - north side -opposite Walton House operating Mon-Sat 8am to 6.30pm; and



(b) 'Match day' waiting and loading restrictions in all permit parking places in Brisbane Road E10 - Mon-Fri 6pm to 10.30pm, Mon-Fri bank holidays 11 am to 6pm, and Sat -Sun 11 am to 6pm.



No changes will be made on the highway.

4. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, the Highways (Road Humps) Regulations 1999, as amended, proposes to convert speed cushions to sinusoidal humps known as "speed humps" in the following locations:



(i) Coopers Lane, E10 outside Nos. 19, 34, 50, and 89/91; and



(ii) Klrkdale Road, E11 outside Nos. 24 and 76 metres north-east of its junction with Church Lane



5. Copies of the Orders and the Council's statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders can be inspected on request by either emailing traffic.

6.
