SECTION 14(1)(a) ROAD TRAFFIC REGULATION ACT 1984 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991
TEMPORARY ROAD CLOSURE AND NO WAITING AND LOADING RESTRICTIONS - RAYNERS LANE AND ALEXANDRA AVENUE
THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they Intend to make a Temporary Traffic Management order under the provisions of Section 14(1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate utility works.

1. The order may be cited as The Harrow (Rayners Lane and Alexandra Avenue) Temporary Traffic Order 2021, and would be operational on 17th January 2022 and would remain in effect until 17th April 2022 or until the completion of the works, whichever is the sooner. It is anticipated that all of the work should be complete by 7th March 2022.

2. Vehicles would be prohibited from entering or exiting;

i. Rayners Lane at its junction with Alexandra Avenue

ii. Service road to the rear of No. 440 Alexandra Avenue to No. 418 Alexandra Avenue

3. The provisions of Item 26 of Schedule 3 to The Harrow (Prescribed Routes) (No.1) Traffic Order (2015) shall temporarily be revoked. The section of Rayners Lane between the extended south-eastern kerb-line of Alexandra Avenue at its northern junction with Rayners Lane, and its junction with the northernmost west to east arm of Rayners Lane in north to south direction shall revert from a one way street to a two way street.

4. No person would cause or permit any vehicle to wait or load at any time, when signs are in place on;

i. Rayners Lane; between a point opposite the extended eastern kerb line of Alexandra Avenue and a point 21 meters east of that point.

ii. Alexandra Avenue; between a point opposite the southern boundary wall of No. 440 and a point 20 metres north of that point.

iii. Alexandra Avenue, between a point opposite the northern boundary wall of No. 424 Alexandra Avenue and a point opposite southern boundary wall of No. 420 Alexandra Avenue

5. Nothing in paragraph 2 above would apply to:-

(a) any vehicles being used for ambulance, fire brigade or police purposes in an emergency;

(b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

(d) any vehicles used in connection with the utility works;

(e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

6. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

7. Diversion route; via Alexandra Avenue and Rayners Lane and vice versa
